KLE Homoeopathic Medical College & Hospital is a ragging-free campus with zero tolerance for any form of ragging. In line with a 2009 Supreme Court judgment and subsequent UGC regulations, the college is legally required to “prevent, prohibit, and eliminate ragging in all its forms”. All students (especially freshers and senior students) must understand that ragging – whether physical, verbal, mental, sexual or online – is strictly prohibited by law. 

 

What Is Ragging?
The Supreme Court defines ragging as “any disorderly conduct, whether by words spoken or written or by an act, which has the effect of teasing, treating or handling with rudeness any other student”. In practical terms, ragging can include – but is not limited to –:

Verbal abuse or insults: Teasing, calling names or making derogatory remarks to a junior or peer.
Forced activities: Compelling someone to do things they would not normally do, causing fear or embarrassment.
Physical or sexual harassment: Any kind of hitting, assault, stripping, sexual misconduct or any act that harms health or dignity.
Extortion or intimidation: Demanding money, personal services or information by threat; using criminal force or obstruction.
These examples are illustrative; any act that demeans, humiliates or endangers a student for “fun” or to show superiority is ragging and is not allowed under any circumstances.

 

Regulations and Preventive Measures:
By law (UGC Regulations 2009) every higher education institution must take active steps to curb ragging. KLE Homoeopathic Medical College has complied fully with these rules:

Anti-Ragging Committee & Squad: We have an Anti-Ragging Committee (chaired by the Principal) and campus/hostel squads to monitor the campus daily.
Mandatory Undertakings: All new students and their parents/guardians are required to sign anti-ragging affidavits (undertakings) during admission. These legally binding pledges acknowledge the rules and penalties.
Awareness Programs: We conduct regular orientation sessions, workshops and counseling to sensitize freshers and seniors about the harms of ragging.
Information Display: Notices, posters and banners about the ragging ban and penalties are prominently displayed across campus (hostels, classrooms, common areas). The UGC’s 24×7 Anti-Ragging Helpline (1800-180-5522) is posted in visible places.
Vigilance in Hostels: Hostels and other “vulnerable” areas (e.g. common rooms, transport vehicles) are under round-the-clock vigilance by wardens, security guards and faculty. Any complaint of ragging is immediately followed up by the committee.
The college administration takes all ragging allegations seriously. Strict procedures ensure prompt redressal of complaints, protection of complainants, and immediate action (including filing an FIR with police) as soon as a prima facie case is established. In short, KLE HMC&H follows the UGC mandate of highest priority and zero tolerance for ragging.

 

Penalties for Ragging:
Ragging is not only against college rules – it is a criminal offence under Indian law. The UGC and Supreme Court have directed that punishment for ragging must be exemplary to deter this crime. Possible consequences include:

Institutional sanctions: Suspension or expulsion from the college or hostel; withholding of exam results or scholarships; cancellation of admission; and rustication from the university for up to 4 terms.
Legal penalties: Ragging offenders can be prosecuted under various sections of the Indian Penal Code. For example, causing hurt (IPC 323) may result in up to 1 year imprisonment or a fine, and abetment of suicide (IPC 306) carries up to 10 years in jail. Other offences like wrongful confinement, sexual assault or criminal intimidation carry heavier terms.
Collective punishment: If the individuals responsible cannot be identified, the college may impose group penalties (e.g. cancelling a whole cohort’s admission) to maintain discipline.
In all cases, college-level punishments (above) are in addition to any police action. No student – senior or junior – will be allowed to escape responsibility. We urge everyone to remember that ragging can ruin careers or lives, and all offenders will face the maximum disciplinary and legal consequences.

 

Reporting and Support
Every student has the right to a safe, dignified education. If you experience or witness ragging, you should immediately: inform the Anti-Ragging Committee or any faculty member in confidence, or contact the local police. Additionally, help is just a phone call away:
